Ive bought bonds and rune coins from the store many times but now its saying my card is declined by the issuer of the card.
I have more than enough funds to cover the amount im buying and i contacted my card issuer and they said it was on Jagex's end. The payment is being automatically reversed by Jagex. However the message im getting from Jagex is that its my card issuer declining it.
If you try a different card and it still doesn't work, you might have hit your purchase limit for the time being.
If this is the case, wait a few days before trying again.
I have tried multiple different cards but they are all being refused by Jagex. They still work on other sites like steam. I contacted Jagex support and they said I could use steam to purchase some stuff but i cant figure out a way to do that.

You won't find any official information about the purchase limit on RS accounts.
All I know is, it exists to combat online fraud against Jagex.
The limit is set by computer algorithm, is individualised to each account and is based on your previous purchase history.
If the purchase limit is the problem, you won't be able to override it. You will have to wait until it opens your account back up to purchasing.
