The confirmation email for the purchase ALWAYS says what has been purchased.
Look under the word "Package" and it will say something e.g. 1 Month Membership, Premier Club Gold etc.

Head to the Unsuccessful payment support page and follow the instructions.

The first point is to check any other accounts you own in case the membership went to the wrong account.
The second point talks about the purchase "pending" and not actually completed yet.
The third point directs you into the relevant sections for Credit/Debit card or PayPal.Click on the 'Common Credit Card Issues' link as the linked page has a 'Contact Us' button to message Billing Support to ask about the payment.

I have similar situation. I renewed/purchased 12 mos. back in 11/2020, got the email confirming. But my existing premier perks were gone within a month.

Per Jagex's records, my account doesn't expire until Jan 2022 (!?) I know that time has passed and Covid Life is all around us but I can tell you I am mystified, confused, and more than a little frustrated, yadda, yadda, yadda.

I am trying to find out how to get this resolved. Forums appears the only way to get anyone to respond. What can I do?
Does this skin color make me look fat?

The confirmation of purchase email has to say "Premier Club Gold" under 'Package'.
If it says "12 Month Membership" instead, it means you bought the regular twelve month membership instead of Gold Premier.

To contact Billing Support to get them to check, go to the Refunds support page and use the 'Contact Us' button to navigate to a message form.
Navigation: Contact Us -> No -> Jagex/Steam -> Request a Refund

I know the 'Refunds' page isn't exactly what you are after but that is the place to start.
Billing Support JMods will get back to you and explain what can be done.

note from me: this sort of issue needs to be jumped on as soon as you notice a problem. If too many weeks have gone by, you might be limiting the available options to rectify.
