i haven't played in a long time, i tried to log in, it was asking for authenticator, i never had authenticator on this acc, then i recovered it and disabled authenticator and set up a new one. now i tried logging in still unsuccessful due to billing system that i don't even recognized, i have $63 balance? and i haven't played in almost about a year. i tried to do contact support but its not helpful, its just taking me to billing system which I'm not paying for that $63.

One thing is for certain - while you were away from your account, someone hijacked it and used it to commit online fraud against Jagex.

Now you need to do two things:
Message Billing Support and get them to check your account to review the hijacker activity.
Start on the Settle an Unpaid Balance support page.
Read that page and use the 'Contact Us' button to navigate to a message form.

While you wait for a reply, review your email and account security.

The Settle an Unpaid Balance support page has a 'Contact Us' button.

Once you click it, you get taken through several questions and it depends how you answered the questions as to whether you end up on the message form.
Try answering the yes/no question differently.

Unpaid Balance questions can only be dealt with by the Billing Support JMods.
We are just players in the forums.
