As a current Gold Premier member, if I were to purchase the Runescape Max Pack from Steam's storefront, would I also retain my Gold Premier membership status throughout 2021? Ban all ALT1 users.

No. The Max Pack available on Steam is not a Gold Premier membership, it is just an ordinary twelve month membership.
