So about an hour ago I purchased a total of 40 bonds, I have the unread billing messages in my inbox, however upon logging into the game my bond pouch only says 20 available, it seems I am missing half of the bonds I have paid for, I originally suspected it could have been some kind of delay so I waited an hour or so but still it remains at 20.

EDIT: I have only just received the bond message telling me the bond hold limitation, i am sorry as I had not received this until now strangely (unless I missed it due to being in a high chat traffic world) so there is no longer an issue, sorry for the false alarm.
