Sorry to type this here but the support didnt work on any browsers . So i decided to try playing RS with my friends on steam again but when i logged in my acc i saw that i had a "Unpaid balance" with i sure as hell havent done. I suspect that someone had hijacked my acc and tried to spend money on it. All i want is to have my acc back so i can play with my friends.

I have the same issue right now and it's been a week with no resolution.
I have a membership that expires in 2 days which I doubt will be reinstated since support seems like they're just going to ignore me.
Edit: fixed, but membership from twitch prime wasn't reinstated.
I have discovered after just now logging in that it's been removed/fixed, but jagex did not communicate this to me in any way, shape, or form, through email, or through my message center.
I have made a post on my own separately about the issue further, along with the ticket. Can't find the link to it for some reason.
Another thing I just noticed when I logged on, ALL of my gp got taken too and my account wasn't actually reversed in any way. I'm surprised they didn't take more than they did, but still, it's sad that my bank and my inventory is at a hard 0 gp. I don't remember what I had, I just remember it was a lot and I worked for months to get to where I was. like 300k. Oh well...
Not very happy. I should had been given something to reimburse for everything I lost, but my hopes are low. Probably not worth the effort to play the game much anymore when everything I had of value was pretty much taken. At least my equipment wasn't.
It sounds like a hijacker got access to your account and used it to commit online fraud against Jagex.
Jagex does not replace stolen items or gp.
Instead they focus on educating players to secure their accounts sufficiently so that a hijack never occurs.
Have you thought about how a hijacker might have found out your login information?
Is your email protected with 2-step verification?
Is your RS account protected with Authenticator?
Is your RS account password unique and not in use on any other of your web logins?
