Action Bar is limited to 10...

What did you redeem your bond for? Runecoins?
Members have 9 action bar setups, and can buy 4 more from Soloman's store for 195 Runecoins each.
Note, you can only have up to 4 of your action bars active at any one time. The extras you buy from Solomons are saved action bar setups, not active action bars. The extra saved setups allow you to change the active action bars quickly for different in game activities (skilling, slaying, particular bosses, clue scrolls, etc.).
You can see the number of saved bars you have available by right-clicking the number top left of the main action bar on screen. I haven't bought any extra bars on my account, so I can see saved setups numbers 1 to 9:
When you buy extras from Solomon's, it adds more saved bars to that list. Glad to be of service
