There are other uses you can put the Bonds to.
If you don't want anything other than Premier Membership, you are going to have to message Billing Support and get them to transfer some of your existing excess membership to another account you own.
You can only buy Premier once your account has reduced its excess membership.

To message Billing Support, go to the Transfer purchase support page and click on the 'Contact Us' button.

Even through the games use the same login information. They are in fact two separate games. I've never heard of Old School bonds working on a RS3 thing or vice versa.

In this case attempting to use an old school item to redeem a RS3 membership package.
