My account has been hacked for the past couple months, I finally managed to get access again. I cannot however log onto the game due to a massive outstanding balance. Every single day according to the purchase history the hacker tried to buy over 20 bonds a day. I need serious help in this matter as I am not looking forward to 1) not being able to play my account and 2) having all of my stuff more than likely stolen.

You need to message Billing Support and get them to check your account.
If they can see clear evidence that a hijacker was active and incurred the debt, they will remove it and unfreeze your account.
Start on the Unpaid balance support page, read it and use the 'Contact Us' button to send a message.

While you wait for a reply, take some time to thoroughly review your email, device and account security.
There are some good instructions on the Security tips support page.

Unfortunately, if you find your account has had its wealth stolen, you will have to accept the state it is in and move forward again from there.
Jagex does not replace items and gp stolen by hijackers.
The key is to secure the account so well, they can never get in (or return).
