There is no email address for payment queries as Jagex require the contact to be via the webform.
This is about making sure the true account owner is contacting them and not someone unauthorised to discuss the account.
If 48 hours has passed and you still cannot get the form to work, post back with the display name of the affected account.
I can escalate it for you but it would be much slower than using the form.
