Somebody is using my card for runescape membership, or there was some kind of fault, becouse i have not used my card to pay for runescape membership recently. Your helpdesk system always says the same : something went wrong, trys again later.
I have the same issue. When I logged in on my account today it said I had a message waiting for me. The message in my inbox said, "thank you for your purchase"
But I haven't bought anything; not extended my membership. I haven't bought any keys, rs coins or other things. Nothing shows up on my credit card either. It is also impossible to send a billing support from your web site. Is this all a glitch perhaps?

The Prime Gaming Umbral chests promotion is triggering the billing emails as a standard thing.
It isn't anything to worry about as far as account security goes.
