Try asking billing department.
At the top right of the website (Runescape.com) there should be a 'Support' button next to Account.
Click the support button.
Scroll down and click on 'Purchases'
In the 'Manage payments' menu click on Unpaid Balance.
Scroll down and click 'Contact us' and then just go from there.
They say responces can take up to 48 hours. Good Luck.
