I just bought 900 RuneCoins on steam, and I cannot repurchase them.
Why is that?

Are the purchases on steam just 1-time purchases?

I didn't answer you at first because I am not 100% sure about about the answer.

This is what I know:
Purchases of membership through Steam are one time only purchases. This is because they are classed as "DLC" Downloadable Content. Once bought, they cannot be bought again because "You already own....etc."

It looks to me like the RuneCoins are also DLC and the packages can only be bought once each.
Now you have bought the 900 RuneCoins, you will now only be able to buy the 420 RuneCoins and 200 RuneCoins packages.
