I'm pretty sure that pre-paid RS cards may not be used to purchase bonds. From Pre-Paid cards : "RuneScape Pre-Paid cards can be used to purchase Membership, RuneCoin and Key packages."

I don't know of any way to purchase a bond from Jagex, other than using a debit/credit card, which requires the name on the card. If there is another way, perhaps through Steam or mobile, hopefully someone else in this forum will know that.
