Can't create Outfit

Idk where to post this and i tried looking in support doesnt let me contact support at all just keeps sending me in circles. Anwyays i have 85 Hunter and 50 Invention i also got over 7k trapper fragments and 8k master farmer fragment. But it wont let me create either i looked in discovery but nothing to discover tried to logout and back in but still does not work
P.s i am just trying to make the basic trapper set not to elite outfit i know you need a recipe for that

I started making the outfits made 4 trapper pieces now it says there is nothing I can make in skilling outfit pieces category got 30k trapper frags as well so I say there is a bug or do they punish us for not doing something in a long time?
