bug in the Launcher?

when i sign in to the new Jagex Launcher and go to the character selection screen. There is my name on the top and then there is another name below that i have no idea whose or what it is. It also says that it isnt linked to my account. I am curious to know why or how that name showed up and what i should do

I believe it might be any account that's logged in on your device before, or is with a linked email. I don't think you have to worry if its not yours as if you click it to link it, it will prompt you to log into it, however if you think that it's completely random and you don't recall at all where its from, i'd ensure that your password is secure and your account hasn't been accessed from anywhere else. Of course changing your password and having 2FA will bring peace of mind in-case anything is off.
