Custom quantity "x" not workin

Trying to set custom quantity when smithing to "2" per item. I can't set any number when trying, this is specifically in OSRS. Every other custom quantity works fine, bank items, etc.

I've used 3 different clients to try and fix/use this but it's just with smithing, even with the OFFICIAL Jagex Client.
