I completed the quest, it says the battle is over and I have the shard of erebus, but I can't start the city of senntisten quest. I have made many bug reports that have all gone unanswered, even simply requesting a reset of the quest. Help.

If you reported a bug, that's the best thing you can do. Jagex gets tons of bug reports so it may be a while; at least that's what I heard. They also sort through bug reports by level of severity.

Apparently they did fix it, I talked to Ali on a whim, and the cutscene finally played.
