You didn't say this is about the NXT client but this seems like it is about the NXT client. So, there are two different compatibility modes that people ask about. One is an option in the game client that makes the game use DirectX. This is usually the one that is useful. The other is an option in the operating system which makes the OS pretend to be an older OS in case that might make the client run correctly. The client is meant to run without messing with this compatibility option so this is less useful but sometimes people want to mess with it anyway. The methods for accessing the two different compatibility modes really aren't changed by having Windows 11.
First, compatibility mode for graphics: Start the NXT client. Click the cog / gear icon. If you are too slow and you are at the login menu then click on the word RuneScape in the upper left corner of the window and then click Options. A new window will open and you will see options for Graphics Mode. Select Compatibility Mode.
Second, compatibility mode for the OS: You didn't say you have Windows but lets pretend that is what you have. Go to the folder C:\ProgramData\Jagex\launcher and right click rs2client.exe and select Properties. Usually ProgramData is a hidden folder so just clicking your way there might be tricky. In the new window that opens click the Compatibility tab and change the options to whatever makes you happy.
