Enemy targeting with Necromanc

Now and then I notice my character cannot attack certain enemies when I use Necromancy. There are no error messages, and it's usually resolved by just choosing a different target. I've found this to happen at a bunch of different enemies, so it seems more like it's related to my character than the enemies.

Is anyone else having this? Is it a bug or some mechanic I'm unfamiliar with? Link to quick video showing it below.
