Jagex Launcher wont install

I upgraded my account to use the jagex launcher with runelite. I click download Jagex Launcher for windows off of the official website and I then try to run the Jagex Launcher Installer and it won't open in task manager or anything. I can't use runelite now because of this. Any ideas?
