Help with Necro Talent Tree Thread is locked

Hi guys. I have lvl 60 Necro. Over 500 vessel souls. 6 Talent points. Both required quests completed. I am trying to unlock my first level 3 talent (1 and 2 unlocked). It is stating that I do not meet the requirements to unlock this talent. Very frustrating.
Any assistance would be appreciated.
