trouble loading launcher

hello!
I've had the RS3 client on this computer, a dell inspiron 15 5000 series, core i7 for about 3 years, it's always been running well, but my drivers are out of date and I've tried updating them but no success. I have mcafee virus protection. Apparently my computer cant update to the new windows 11 because of CPU?? not sure why..
I recently downloaded the client in hopes it would fix some issues, but unfortunately it will load saying "downloading client" and then the next is the "application resources" and it fails and exits the client after that, not sure why?
Any help is appreciated
I went to clean my PC today, they added a "total PC defense" app on my PC and since then the client hasn't been fully loading.
I've thought about completely resetting my PC to factory again since I really only use this for RS and youtube/searching web but not sure if that'd make a difference

Any chance you're using a 2nd monitor? When I try to run the client (with or without the launcher) on my laptop with a 2nd monitor hooked up, it gets stuck on "loading application resources". If I disconnect the 2nd monitor, it loads just fine & I can then connect the monitor and move the window over.

When I go to install the Jagex Launcher, I get an error saying, "Failed to access remote metafile. Read opperation. WebGet error 503 " I've tried multiple times and it won't install.
