How to turn public chat on?

I closed a bunch of chat tabs thinking it would minimize the chat box, however, I don't see any options to re-enable any of them in chat settings.

What am I missing here?

Why is finding this setting so difficult? This is really annoying.

Never mind ... I had to reset everything from a saved layout -.-
