I recently bought a bare-bones Chromebook primarily for work (writing papers / presentations) but I'm wondering if it's possible to improve the performance of RS3 on this laptop.

I downloaded RS3 from the Google Play store, and it runs acceptably while I am standing still without too many players near me, but the framerate drops to less than 1 FPS if I move my character to another location (walk, teleport).

This is a very bare-bones laptop: no dedicated GPU, 4GB RAM, dual core Intel chip up to 2.2 GHz. It looks like running RS3 maxes out the CPU so if there's anything I can do to reduce the CPU usage, that might help.

Finance, Honestly I think the ram might just be too low for the game to work properly. I'm assuming you tried Low detail mode. My wife has a Chromebook and is unable to load OSRS on it without alot of lag, I would assume Rs3 would be worse.
That being said, according to google/Steam these are the RS3 Minimum System Requirements.

Requires a 64-bit processor and operating system.
OS: Windows Vista or higher.
Processor: Intel i3+/AMD @ 2.4+ GHz.
Memory: 4 GB RAM.
Graphics: GeForce 400x, Intel HD 4x, AMD Radeon 7xxx +
Network: Broadband Internet connection.
Storage: 8 GB available space.
