Can't run the installer

Hey!
My girlfriend can't download the Jagex launcher. When she downloads it and tries to open it the installer opens for a split second then closes right away.
We've tried uninstalling and reinstalling both Runescape and Java. We've restarted her PC and turned off her firewall for the download. We've tried clearing her cache.
We can't run the installer as an administrator either.
She started off playing on Runelite and the game worked fine.

Very frustrating when all we wanted to do was "upgrade" her launcher and now she can't play at all instead.

Hey Malua!
She already has a Jagex account. At this point we've looked up and tried pretty much every possible method we've seen on google, runescape forum and the faq.
I just wanted to show her my favorite game and now we've been stuck for hours.
