Hi there,
These tips might be a longshot but double check if your firewall is blocking the installer from running and also have you tried running the installer in compatibility mode?
Might be also worth trying to install on another local user.

watching and waiting for a fix to this
hopefully your up n running.
the launcher failed for me, bummer
after a clean install of my OS the game client worked
waiting until the bugs have been fixed.

compatibility mode [win7 for me] seems to be working fine!
right click & choose compatibility tab -> then choose your OS > apply and try it.
