Support page to see if the various exceptions are made for Jagex and RuneScape?
Despite telling you to check your firewall, my suspicion is that you have a server connection issue rather than allowing RuneScape to run through your firewall. A server connection issue refers to the stability of your connection with Jagex's servers through your ISP. I would suggest having a look through the
Common connection solutions
Support page, and specifically trying to restart your Wi-Fi modem if that is how your internet is powered. Do note however that it is always advised to have an ethernet cable that directly provides you with internet access over Wi-Fi.
If this also fails, you will most likely need to diagnose contact your Internet Service Provider to see whether there are any issues with the stability of your connection.
