Login loads but doesn't open

I'm technologically illiterate- just going to put that out there.

Every time I load the client, it gets to 100% no slower or faster than usual; but it never opens the login screen. I've refreshed the caches and uninstalled the client (many times). I'm on Windows 11 on an Acer Predator Orion 3000. I originally thought it was just not working in my area, but it could just be a problem on my end, possibly? Any tips or ideas.

Edit: works on mobile but not desktop.
