Dead and Buried Quest Bug ?

Hello,

I'm at the beginning of the quest.
I'm supposed to talk to bill to receive the blueprints for the Ranger's Workroom.
When I talk to bill, I don't have option to talk about the quest and I'm unable to create the blueprints.
In my quest log I have info "talk to bill outside workshop". If I go talk to raptor I get message I should to bill. But I do, nothing happened.
Is this a bug ?

Hey, I just had this problem and did solve it. Bill wanted me to talk to the guy outside the chapel (initially named ???). After I talked to him, Bill created plans for the Eastern Border Wall. After I built the Eastern Border Wall, I went back to Bill and there was an option to continue Dead and Buried.
