For some background, I have had my account since original runescape. I have even played on this account since RS3 came out.
It's been a few years since I have logged back into the OSRS but when checking, it seems like my stats have been cut in half and I've lost majority of my items.
My RS3 character seems to on the up and up but I've never really played on there.

Any idea why this may have happened? I tried to contact jagex but it seems like there isn't a way to submit a ticket or email them in any way.

The two game versions (RS3 and OSRS) are completely separate.
You train your characters separately and gain progress and wealth separately.

It isn't possible to have lost stats in OSRS.
Jagex don't remove exp from accounts for any reason in OSRS.
If you have lost items, either your memory of the progress you have made in OSRS is incorrect or else a hijacker has been into your account and stolen them.
If your account is secure then, it is probably a mix up of game memories between OSRS and RS3.

You can look your old RS3 progress up in RuneMetrics.

I just started playing again and created a Jagex account. I was able to import my character using the old email that I created the game with. Unfortunately, it appears that all of my levels got reset to 1 and it appears as if I just got off the tutorial island. Is is possible to restore my account?

You need to log into RS3 on the ESKlMO account to see your old game progress as you remember.
ESKlMO has a combat level of 79 and hasn't been active since 2012.

OSRS (Old School RS) did not exist back in 2012.
The two game versions (RS3 and OSRS) are completely separate.
We create and train a character separately in each game version.
