Account hasn’t logged out

I logged off to go cook and when I try to log back in I get the message that my account has not logged out or that the sever is too busy. My friend who is skilling says nothing is wrong on his end and the world isn’t populated. Restarted my computer and even used another one. Its been an hour, whats going on?

If you have a Jagex Account, click on 'My Account' at the top of this page then click on the blue 'Jagex Account Management' button on the next page. At the bottom of the following page there will be a red 'End all sessions' button. Click that.

If you have a RuneScape account i.e. not yet upgraded to a Jagex Account, do a password reset to force log your account out of the game.

can't do a password reset since its tied to google account, did end all sessions, and still unable to log in 9 hours later, been playing everyday so everything is up to date. did I get banned?
edit managed to change password, but nothing has changed. on the day I got charged for my month too...
