Will membership still be required to be purchased separately between them? Or will it be one membership for all characters which kind of makes more sense.

Yes, separate memberships are still required for each character.
There is a FAQ page. The link is at the bottom of the Upgrade your RuneScape character to Jagex account page, under "Need help?" .
