hello, i moved from country from belgian to portugal.
now when i try to log in appear account blocked for my security
i have this account more than 10 years and i lost acess to the e-mail that i connected with, also trying to recover it.
already filled the appeal many times, provide all the information i could remember since 2006 and still get denied, and the comment place to add more information have few characters i can type.
please can any moderator help recover this long age account?

RuneScape accounts don't travel well.
The only way you can travel with an account is if you have set an Authenticator on the account before you travel and you have control of the registered email so that, if a problem arises, you are able to unlock the account with the Authenticator and registered email.

The account isn't banned, it is locked.
The only way around this without doing a recovery is to recover access to the registered email to unlock the account.
You will not succeed at account recovery if you are sending them from the wrong country.

i'm not living in belgium anymore, i moved to portugal.

And i can't recovery e-mail back, the phone number i add associated to him no longer exist.

how isn't possible to unlock the account with the information i give on it?

there must be another way, already gived much proof that i'm the owner of it

Jagex will not accept a recovery from anywhere else other than Belgium.
An account that moves countries is assumed to have been sold.
This is why you need to set Authenticator and have the registered email problem sorted before you move. It can then be easily proved that the true owner of the account is still in control.
