When you try to login, do you see the error message "No accounts could be found" ?
If so, that will indicate that your account has been upgraded to a Jagex Account.
If you are not seeing that message, it means you should still be able to do a regular recovery.

Have you tried a Password Reset ?
There are two sets of instructions on that page, depending whether or not the account has been upgraded.

If you still have access to the registered email, you should have no problems with a password reset.
If you have lost access to the registered email, it means the hijacker must have access to YOUR email and you should secure it. Change its password and set up a 2-step verification on it.

Let us know how you are going and whether or not you are getting that "No accounts could be found" error message.
