Everyone has 10 days to use 48 hours however they wish. If you don't wish to use any after having trained, you can pause the timer to avoid losing extra time. If you have already used your 48 hours during that 10-day span, then there is no more Double XP for you. Please double check that you indeed haven't exhausted the 48 hours that you are given.

I only saw the ads on fb and website. On neither ads does it lead with the 10days of 48hrs exp. I'm unsure about Facebook ads (they tend to be malicious), but on the link that I quoted above -- which is the original one from Jagex -- it does say that.
