In essence your friend giving his account to you is prohibited/not allowed.

Jagex/JMods are 'not allowed' to give accounts to someone else.

The email belongs to your friend and nobody else, if your friend passed away, so his account cease to exist. It is still '

and not something one may inherit one way or the other.
