so like 6 months ago i had to come on here to recover my account. got it back. Then i went to bond name change and bond name change to clear my name and take it over on my new main and it didnt work? it said i must wait 15 mins b4 trying to claim that name and then it was all of a sudden gone after the 15 mins. theres no player in the game with that name. why is it not available to me?

The only way to check if the name is in use is to try to add it to your friends list.
If the name is showing on your friends list, it means someone else sniped it as soon as it became available.
If you see the message "unable to add - unknown player" it means no one else took the name and it must have been on the list of offensive names for some reason.

If a name gets added to the offensive names list but it has been on an account for a long time, Jagex will allow the player to keep the name until the player decides to remove it from their account. At that point the name drops out of the game.
