Hi, trying to sign in via Steam and getting the following:
You'll need a new app to open this rs-launch link.
Look for an app in the Microsoft Store.

Anything I do ends in failure, any advice welcome. Climb into a box of frogs

Is your account already linked with your Steam or are you trying to set up a link?
If you have been trying to set a link, Jagex advised a month ago that the linking process to Steam is temporarily disabled. I am not sure if it is functional again.
