Do you still have access to your account?
If so, work to secure it to make sure the hijacker cannot return.
Work through these instructions: Security tips

If you no longer have access to your account, do a Password Reset to recover access.

If the account is banned, check the 'Account Status' tab in account management to see if you are able to submit an appeal.

The JMod said the appeal has come through completely unreadable.
Did you use an online translator? If you did, it didn't work as the characters don't make any readable words.
The JMod is going to try to get the appeal resolved for you but isn't sure how long it will take.

My comment: JMods do read appeals but it is best to use one of the supported languages: English, German, French, Portuguese, Dutch.
