My wife recently got an account back that was hijacked several years ago, that her recovery was denied on. Thanks to signing up to a Jagex account.
But the account appears to have been reset.
Is there anything that can be done?

Osrs is start a new character, and I can confirm the account is correct, as I used to play along side her over the years.
I never deleted the account from my friends list and have seen the hijackers log on periodically over the years
100% correct account but has been reset.

"Over the years" - are you referring to playing during the 2000's or the 2010's?

OSRS is a new game, uploaded to play in 2013. Everybody who started playing OSRS since its 2013 upload had to start on Tutorial Island.

If you both used to play during the 2000's (or before 2013), then her game is saved in RS3.
Has she logged into RS3? You haven't posted her display name so I can't check.

I am really sorry but there have been no resets in OSRS. Jagex does not offer that service in OSRS.

She lost her account possibly 10-12 years ago. And did an account recovery request back then. But was denied without much information as to why. So she quit playing. She took up playing with a new account about 5 years ago. And a few days ago, signed up for a Jagex account.
The moment she signed up using her original email, she was offered to import the stolen account.
Which she did with much excitement. Only to find all her levels reset.

Not so.
Jagex only reset the botted skill/s and only removed half of the total experience of the skill regardless of how much had been earned through botting.

There have never been full account wipes - ever . Original message details are unavailable.

That means the email was still connected to the old account!
Meaning she could have regained access to that account at any time - no recovery necessary!

You only need to do a recovery if you don't have access to the registered email. Otherwise, you just do a password reset which takes about two minutes!!

Did you ever post in the forums about the hijack when it happened?
We could have given advice about how to get control of the account again. The Community Led Account Help forum has been actively providing account advice for the past 13 years.

If she couldn't access the account through the registered email back when the hijack happened, maybe the account she has just regained access to isn't the original account.

You can only have one account per email address, although I see what you're getting at, the logical conclusion remains the same. The original account with the original email is mumma86.
We tried to do a password change, but was always denied, although the original email was always supplied. When the account was originally stolen, they got it through the email address.
The email address was changed through a hidden file that we didn't find till months after the fact.
I've sent in a request with Jagex to look into it.
If that doesn't work, than I guess she just had to work hard on the new account.
