A request like this does not affect the status of the account but it does provide some closure about the mute.
This will give no closure but more or less the opposite. Many others will file their claims and wanna have proof about things they already do know all to well.
Such requests should be disregarded fully.
I believe that discretion can be used in this type of situation, just as it is used with the appeals themselves. I'm sure that the team has honed in on the difference in behaviors and patterns with malicious offenders and those that would just want "closure", or any explanation for that matter.
In personal experience, I have seen (especially on social media) that Jagex has been more open and communicative with those that have had disciplinary action taken against their account(s).
Of course, none of it is obligatory from Jagex, but I think it is a nice gesture towards those that are just genuinely curious.

Does anyone look into mutes? Got a perm mute back In 2018 but recently maxed
The account got into pvm now burnt from the game as I can't speak to anyone.
Could someone tell me what the perm mute was actually for and maybe look into it for me?

As far as the original post goes, I wouldn't hold your breath hoping for any type of reversal regarding the account or the punishment. Once an appeal is denied, there's not much chance that the final judgement will ever be overturned. However, I hope that Malua is able to get you some of the closure that you seek!
