what happens if your account get locked after not playing for years and you have to go via email to reactivate it but your account is so old you don't remember what the email address was and by old i'm referring to back when we didn't use email addresses as usernames i know the username and password is right it's the fact my account is locked and i can't remember the email address to it

If you cannot remember the old registered email, you will need to do a 'recovery' on your account to force set a new registered email.
Jagex need the recovery from you because they need you to prove that YOU created the account.

If you found your account locked, it means a hijacker has gotten access to it while you were gone.
Jagex has locked the account to protect it from harm as hijackers can steal stuff and ruin accounts by rule breaking on them.

To start the recovery process, go to the Change registered email support page and follow the instructions under "If you don't have access to the registered email" .
You are going to need to come up with information from the creation and early years of the account.
Did you ever change the password? Or is the password you remember the only one you ever had on it? (it's best if an account has a history of a few different passwords).

its asking me a whole bunch of questions that i ain't going to remember from 12 years ago when i was a little child thats insane plus those payment details were done by my parents thats infomation i'm not allowed

Being underage does not remove the requirements to submit proof for a recovery.

If you were under 13 at the time of account creation, there should have been an adult sitting with you to accept the legal part of account creation e.g. "I have read and understood the Terms & Conditions etc."
Ask that person to help you with the information.

Creation month/year: ask the person who helped you create the account if you can't remember.
Creation location: you should know this. It only needs to be town/country. If you live in USA, it needs to be town/state/country
Creation ISP: ask the person who helped you for this information. Ask other family members if they remember the ISP.
Creation Password: you have said you know this
Early Payment information: If you cannot put in exact details, you should know who paid, how they paid and the payers postcode and email .
Have you asked for help from the person who paid? You just need the first 4 and last 6 numbers of the credit card if they still have it.
You probably can't access the transaction ID if you used your old email but, the payer should really have used their email if they were paying for you. You could ask them to search their old emails.

Just spend some time thinking about the creation of the account.
Was your account created as a quick chat only account? Players under 13 used quick chat only accounts until their parents submitted parental permission to Jagex to make the account a full account. If parental permission was not ever submitted, the account might be impossible to recover.

If you have no-one to ask then you are reliant on your own memory.
Read through the Account recovery denied information article for some tips.

Have you tried a recovery yet?
If you have, read the reasons for the deny as that is the information that needs to be improved on your next attempt.

There are no shortcuts through account recovery.
If the account is locked and you cannot remember the linked email, recovery is necessary.
