I have taken a break from OSRS and am now trying to get back into it with my friend. Whenever I go to the page to purchase membership or bonds, when I add items into cart it gets stuck on ""we're getting your order ready..." I have tried clearing browser history and cookies. I have tried multiple browsers. I have tried my phone and tablet, as well as a friends computer. I have also tried connecting from a VPN.

This makes no sense as my friends device that I tried connecting from, was able to let him make purchases on his own account. I am not banned according to my account status. Please aid me in rendering this.

Usually this error message appears if you are using a blocked payment method.
Has your account had a previous problem with an unpaid balance?
You should try a different payment method i.e. different credit card, or one of the other methods to pay on the payment page.
