Account Hijacked Repeatedly

Not sure where else to look for help at this point, but three weeks ago during the dxp event my account was hijacked with no email of a new log in, no breach of my information nor was my authenticator turned off. I requested loss of items and had my items replaced, changed all my information, scanned for keyloggers or suspicious applications and tried to set a bank pin until the last day of the pin being set, I was hijacked once more, items sold and traded away. Both events my UI was changed to legacy mode, and was found in the War's Retreat area drained of everything. Obviously I understand my items cannot be refunded a second time, but this time I decided to unlink steam because I assumed that was the issue, reset everything once again, tried to establish a bank pin, but earlier today I logged in with the exact same issue. Everything sold, they even claimed my Golden cape and sold it, then traded the money to someone in War's Retreat. I am genuinely so confused as to how to even secure my account when no matter what I do, they access it and take everything before the PIN can be set. I am trying a VPN on top of all the previous steps in the hopes that it might allow me time to at least get the PIN in place, but I have no idea how to stop them from accessing my account.

I would have expected unlinking the Steam account would have solved this problem.
Check that there are no other linked accounts.
Make sure that the new passwords you set are brand new, never used before and cannot be guessed by someone who knows your earlier passwords. Meaning, don't just change a number by one digit e.g. password111 -> password112

Your Authenticator still being active is a sign either of a linked third party login account or a compromised computer.

You could try doing a factory reset on your computer. This will completely wipe any code that might be hiding in there.

The alternative is to upgrade your account into a 'Jagex Account'.

The Jagex Account system is a modern system with enhanced security. It makes it much harder for a hijacker to gain access.

After the first hijack I switched to the Jagex Account hoping that it would be more secure. I have done a factory reset and change my passwords to ones completely different to any other passwords I could even think of using. I also have unlinked from Amazon just in case, but I currently have no idea what to do. The worst part is I can't even get a bank pin set up to at least stop the drain of any money I make in between.

So, your account is already upgraded?
In that case, I recommend you message Jagex for some support with your account security as this shouldn't be happening.
Go to the Upgrade your RuneScape character to Jagex account instruction page and use the 'Contact Us' button at the bottom to get to a message form.
