This is a long shot, but I'm going to try anyway.

I got a lot of my skills to 98 (very near 99) in hopes to get all skills to 99 at once for max cape.

Unfortunately, I got a little too close to 99 on some of them, and now I can't do certain content like quests because the quest rewards will get me to 99.

Is there a way to turn off quest XP rewards? This is very limiting for me right now. Admittedly, it's my own fault for choosing to embark on this path, but would be nice to simply opt out (or defer) quest rewards, or reset a certain amount of XP on certain skills.

There is no way to turn off quest XP rewards.

You are also referring to your OSRS game and there is no way to reset any skills or remove XP from chosen skills in OSRS.
