so i have an keybord that can do spam clicking, when i press down a button it spam clicks for me as long as i hold the button. so is it macroing and an bannable offens?

Yes, that is macroing and bannable.
Keys should only provide one output for one input.

Have a read of the Rules of RuneScape (linked at the bottom of this page).
There is a section "MACROING AND THIRD-PARTY SOFTWARE/HARDWARE"
A spam click button circumvents "Performs things in-game for you that you're meant to be doing yourself."
