I contacted jagex support, I made two accounts on the same day,

10 hp 1 def
1 def 10 hp

My 1 def 10 hp was hacked.

All original creation details were 100% the same.

Jagex refuses to verify this and is telling me the hacker can keep my account.

Are these older accounts? meaning not a new 'Jagex Account'.

If they are the older accounts, you need to keep trying account recovery and provide better information.
Take note of the reasons for the deny and work to improve the information on your next attempt.

If you have new Jagex Accounts, there is no manual recovery help provided by Jagex.

Someone took my old account and added it to their jagex account now it says I can't recover without the help of a j mod. The j mod told me he won't look into it

The contact point for this is the 'Contact Us' button on the Unable to submit an account recovery support page.

Have you used that contact point?
If you haven't, try using it.
