By the way, there is a duplication in the news post:

Once all that was done, the testers were able to begin checking each spell individually. Over the course of about 3 weeks, each spell was checked for:

Maz has made good progress on it, but menu work is never fast, so I reckon it'll be much later this month.

So as i've done 362 kq kc and havent recieved a head, will i still get the tattered head?
Yes. If you've killed 256+ of them, you get a one-off tattered head.
