It was only available during the Undergrowth promotion, which has only been held in 2019. And it is unknown if that promotion will ever make a re-appereance.

According to the wiki, it was held again in May, September and October of the same year:

Ahh, yes, I forgot to check out the "Release history" (only read the released in April 2019 part), so thanks for that.

All th items and animations will return at some point (a side form fish mask blask santa)
With TH and maybe in another form agean at some point.
At least this is someting they posted some time ago.

Whos to say fish mask and bsh cant return?

Just because jagex said so?

You do know theyve "said" things only to do the complete opposite right?

So everything has a chance to return in the future its just if jagex wants to do it or not.
